Digital Certificate (Organisational)
The Digital Certificate (d-Cert) (Organisational) is designed for Bureaux and Departments of the Government of the Hong Kong SAR, organisations holding a valid Business Registration Certificate issued by the Government of the Hong Kong SAR, and statutory bodies in Hong Kong whose existence is recognised under Hong Kong law. The certificate identifies a member or employee of the subscriber organisation (the “Authorised User”) who has been duly authorised to use the d-Cert (Organisational). These certificates may be used to conduct commercial transactions and other business operations that require legally binding digital signatures, thereby supporting secure and efficient business operations.
Applicants may choose from the following d-Cert types according to their needs at the time of application:
d-Cert (Organisational)
A d-Cert (Organisational) contains the following information about the registered organisation to ensure that the certificate can effectively verify the identity of the certificate holder:
- Name of the Authorised User;
- Name of the Subscriber Organisation;
- Branch or department name of the Subscriber Organisation;
- Company or Business Registration Number of the Subscriber Organisation;
- Email address of the Authorised User (optional); and
- Unique Subscriber Reference Number.
Eligibility for d-Cert (Organisational)
A d-Cert (Organisational) is intended for organisations that require secure identity authentication for electronic transactions conducted in the course of business operations. It is suitable for Bureaux and Departments of the Government of the Hong Kong SAR, organisations holding a valid Business Registration Certificate issued by the Government of the Hong Kong SAR, and statutory bodies whose existence is recognised under Hong Kong law. The certificate is issued to an organisation and identifies an authorised member or employee (the “Authorised User”) who has been duly authorised to use the certificate on behalf of the subscriber organisation.

Validity Period |
The d-Cert (Organisational) is valid for one or two years, with the validity period selected at the time of application. You may choose the desired validity period, pay the corresponding fee in a single lump sum, and renew the certificate upon expiry. |

Reliance Limit of d-Cert (Organisational)
The “Reliance Limit”, as defined under the Electronic Transactions Ordinance, in respect of each d-Cert (Organisational) is HK$200,000.
Document required for the d-Cert (Organisational) application
- Copy of each Subscriber/ Authorised User’s HKID card or passport
If the Applicant is a company registered in Hong Kong :
- Copy of Business Registration Certificate issued by the Inland Revenue Department
- Copy of Certificate of Incorporation / Certificate of Registration issued by the Companies Registry (applicable to limited companies)
- Completed, signed and stamped Authorisation Letter designating the authorised representation
If the Applicant is a bureau or department of the HK SAR Government :
- A memo signed by the Departmental Secretary (or staff at equivalent rank or above) and endorsed with department chop designating the Authorised Representative
If the Applicant is a statutory body in Hong Kong:
- Copy of the ordinance(s) under which the statutory body was established
