Application and Usage

Applicants may submit applications for a Digital Certificate (d-Cert) through the d-Cert Subscriber Portal or, where applicable, via the HKCA operator, Certizen Limited.

d-Certs may be issued to the following eligible parties:

• Individuals who hold a valid Hong Kong Identity Card;
• Organisations holding a valid Business Registration Certificate issued by the Government of the Hong Kong Special Administrative Region;
• Bureaux and departments of the Government of the Hong Kong Special Administrative Region; or
• Statutory bodies in Hong Kong whose existence is recognised under the laws of Hong Kong.

To make use of an issued and delivered d-Cert, the certificate must be properly installed on the relevant system platform or within the intended application software, such as mainstream web browsers, email clients, or other compatible applications, in order to ensure secure, reliable, and trusted operation.
