Yes, applicants for d-Cert must submit their application through the HKCA’s d-Cert Subscriber Portal or, where applicable, via the HKCA operator, Certizen Limited. For the online application of d-Certs, you must upload the required documents, and pay the relevant fees as specified for each d-Cert type.

No, you must register for an Organization Account to apply for a d-Cert (Organizational).

Login into your registered account in the d-Cert Subscriber Portal to check your order status:

  1. If the order status is “Unpaid”, you may select “Cancel Order” to cancel the d-Cert order.
  2. If the order status is “Paid” and the application status is “Review”, please contact the d‑Cert Hotline at (852) 3168 0680 or send an e‑mail to enquiry@hkca.hk for assistance.
  3. If the order status is “Paid” and the application status is “Issued”, the order cannot be cancelled.

The contact information of your organization can be changed in the settings of your account in the d-Cert Subscriber Portal. We will review the information and approve the change.

The d-Cert Subscriber Portal is an online platform for all processes related to d-Cert application, renewal and revocation, including upload of supporting documents and service payment. It also hosts records and application status of all the d-Certs in the applicant’s account.

Payment can be made via credit card (VISA / Master), Wechat Pay, Alipay, Alipay HK or PPS. The applicant may also make payment to the bank account stated on the application page and upload the Pay-in slip as evidence of payment.

You must type the PIN correctly, making sure that:

  1. the PIN includes all 16 digits
  2. there are no spaces before, after, or within the PIN
  3. the d-Cert file and the d-Cert PIN are matched
