Digital Certificate (Organisational Role)

Digital Certificate (d-Cert) (Organisational Role) is intended for use by Bureaux and Departments of the Government of the Hong Kong SAR, organisations holding a valid Business Registration Certificate issued by the Government of the Hong Kong SAR, and statutory bodies in Hong Kong whose existence is recognised under Hong Kong law.​

​The certificate identifies a member or employee of a subscriber organisation who has been duly authorised by that organisation to use the private key of the d-Cert (Organisational Role) (the “Authorised User”). The provision and use of d-Cert (Organisational Role) certificates are subject to prior arrangement between HKCA and the subscriber organisation.​

The corresponding Registration Authority (if any) of the subscriber organisation provides services for accepting application forms and revocation requests submitted by the subscriber organisation.​

A d-Cert (Organisational Role) contains the following information:

  • Name of the Subscriber Organisation;​
  • Name and email address of the Authorised User;​
  • Role of the Authorised User, as specified by the Subscriber Organisation;​
  • Subscriber Reference Number (SRN) generated by the HKCA system;​
  • Company or Business Registration Number of the Subscriber Organisation; and​
  • Authorised User identifier, as provided by the Subscriber Organisation.

Eligibility for d-Cert (Organisational Role)​

​A d-Cert (Organisational Role) is intended for organisations that require authorised personnel to perform electronic transactions in an official role or capacity on behalf of the organisation. It is suitable for Bureaux and Departments of the Government of the Hong Kong SAR, organisations holding a valid Business Registration Certificate issued by the Government of the Hong Kong SAR, and statutory bodies whose existence is recognised under Hong Kong law.​

The certificate is issued to a subscriber organisation and identifies a duly authorised member or employee together with the specific role assigned by the organisation, enabling role‑based use of the certificate in organisational transactions.​

Benefits of Using a d-Cert (Organisational Role)​

The use of a d-Cert (Organisational Role) enables clear attribution of electronic actions to an authorised organisational role, strengthening accountability and governance in digital transactions. It supports the creation of digital signatures that are legally recognised under the Electronic Transactions Ordinance, ensuring the authenticity, integrity, and non‑repudiation of electronic records.​

In addition, the certificate enhances operational efficiency by facilitating secure electronic processing, improves internal control through role‑based authorisation, and reinforces trust in digital interactions with external parties and systems.

d-Cert (Organisational Role) certificates are issued with a validity period of 1 -3 years at the following costs:

If an application includes certificates with different validity periods, the Administration Fee charged will be that of the certificate with the longest validity period.

 

Reliance Limit of d-Cert (Organisational Role)

The “Reliance Limit” as defined under the Electronic Transactions Ordinance in respect of one d-Cert (Organisational Role) certificate is HK$15,000.
